While our economy has struggled and more folks have found themselves unemployed there are things to be thankful for no matter how small. Last week the House passed a healthcare reform bill by a largely partisan vote of 220-215. This vote represents what frustrates folks at home as they watch the legislative process in Washington unfold. They see Congress needing to listen to the folks they represent and find common ground to develop common sense solutions to the problems facing the Commonwealth and Nation.

This next week is Veteran's Day, and many of us either have a friend, neighbor or family member that has answered the call to serve our Nation. I'm fortunate to interact daily with veterans in my district, including those who serve on my staff, those on my Veterans Advisory Council, and those I meet in my role as a member of the House Armed Services Committee. These are men and women who firmly believe in what makes this Nation the greatest on earth, and their dedication even after leaving uniformed service is unparalleled.

October 30, 2009: Weekly Washington Update PDF Print E-mail
This week I joined members from across the aisle to support H.R. 3854, the Small Business Financing and Investment Act, which passed the House by a vote of 389-32. The Small Business legislation reauthorizes and makes changes to six different programs, and creates two new programs within the Small Business Administration (SBA). The legislation would also increase limits on several SBA capital access loan programs and take steps to reduce the interest rate on loans made to small businesses under current programs.

A couple of weeks ago I wrote here about the damaging affects of toxic Chinese drywall upon many of our fellow citizens in the First District and across the Nation. On October 8th I met with a group of these folks and promised to see the real and continued impact of toxic Chinese drywall in person. Keeping my promise, I visited the Hollymeade neighborhood in Newport News this past Tuesday. I was greeted by a large number of folks who had taken time from work to meet with me and observed homemade signs pleading for help.

I am excited to report that the full House of Representatives approved my bill (H.R. 3433) to amend the North American Wetlands Conservation Act (NAWCA) by voice vote and without opposition this week. This bill is a commonsense solution to improve international wetlands conservation efforts and protects migratory birds that travel to the U.S. Specifically, H.R. 3433 would allow up to 50 percent of the non-federal share of projects in Canada to be paid for by Canadian conservation supporters.

This past Thursday I met with several constituents as well as folks from the greater Hampton Roads area who have been affected by toxic Chinese drywall. For those of you who aren't familiar with this issue, during the housing boom U.S. drywall manufacturers were unable to keep up with the demand from home builders and companies began to import drywall from China.

October 2, 2009: Weekly Washington Update PDF Print E-mail

I'm excited to report that this week the House of Representatives passed my Chesapeake Bay Accountability and Recovery Act (H.R. 1053), by a bipartisan vote of 418-1. I introduced the bill at the beginning of the 111th Congress and it would streamline the monitoring and coordination of the Bay restoration efforts amongst 10 federal agencies, six states and the District of Columbia, over one thousand localities and multiple non-governmental organizations.

On Tuesday, I met with the Chief of Naval Operations, Adm. Gary Roughead, to discuss the increased role that the Naval Surface Warfare Center Dahlgren will play in our Nation's defense from missile attacks. Adm. Roughead assured me that the additional responsibilities will come with greater opportunities for employment and enhanced educational partnerships in and around Dahlgren, VA.

Although gas prices have stayed relatively stable this summer and we were spared from $4 a gallon prices, the threat of increased prices still looms on the horizon. In August of 2008 I joined citizens and several of my fellow legislators in Congress to call for an all of the above energy program to ensure that America is placed on the track for energy independence. While fossil fuels are not a reliable long-term energy source, we must develop our resources at home as a bridge to future energy sources, including nuclear, wind and solar power.

I spent a good deal of this past week in the Northern Neck and Middle Peninsula attending events and catching up with folks. It's easy for people in Washington to get caught up in events and forget about what is important back home; that's why I drive home to Montross every night even when Congress is in session and why I'm enjoying the August District Work Period so much. This week I attended a meeting on creek dredging around the Northern Neck, and I've also been focused on the problems arising from an enlarged population of cownose rays in the Chesapeake Bay.

Like many other Members of Congress, the month of August is a time to get our boots on the ground and to hear what folks are thinking back at home. Many of you may recall that back in early May there was discussion of bringing detainees currently housed at Guantanamo Bay, Cuba to the Marine Corps Base at Quantico or housing them at the Naval Station at Norfolk. The possibility of detainees being shipped to the Hampton Roads became greater this past Thursday as the Washington Post reported that the Federal District Court House in Newport News may be a location for detainee trials.

This past week the Virginia Employment Commission released its June unemployment numbers showing that the percentage of those out of work had reached 7.3% statewide and 7.4% in Hampton Roads. Additionally just this past Friday, the U.S. Department of Labor announced that 247,000 more Americans lost their jobs in July.

Well folks, as we wind up the month of July and look into the August work period back in the district, we have the issues of financial services reform, food safety and Department of Defense spending left to take up in Washington.  There is also the possibility of the health care reform bill coming before us.  All of us here in Congress agree that we must fix the current system to reduce costs to make health care affordable.  We cannot continue on our current path where, we as a nation spend 17% of what we produce on health care and with this increasing at 1% per year.

Just this past week, I held the first meeting of my Small Business Advisory Council. The Council includes small business owners, economists, and chambers of commerce. It's important for Congress to understand how legislation directly affects these vital engines of the American economy. Small businesses create a large majority of the new jobs in our Nation each year, and their continued success is what will help place our economy back on track.

This past week, while participating in a conference call with General Motors management and members of the President's Automotive Task Force, I received the troubling news that General Motors plans to close its Powertrain plant in Spotsylvania County by December 2010. GM's decision to end their thirty year relationship with the area will have a tremendous impact on both the employees who worked there and the surrounding community. In response to this news, I wrote to Frederick Henderson, the C.E.O. of G.M., and Treasury Secretary Tim Geithner, urging GM to reconsider the closure and evaluate the plant's eligibility for retooling to be a part of future parts production.

Unfortunately, I've heard from many constituents who have received a letter from their credit card company notifying them that their card's limit has been reduced or their interest rate has been raised without notification.

This week I along with other members of the House Armed Services met to receive testimony from the Secretary of Defense, the Chairman of the Joint Chiefs of Staff, and the service chiefs on the President's Fiscal Year 2010 Defense Budget. Additionally, the House approved Fiscal Year 2009 supplemental funding for our troops serving overseas in the Global War on Terror, and we heard word back on the final location of CYBER Command from the U.S. Air Force.

Home foreclosures are an issue affecting a number of residents throughout the First Congressional District. Even if you are not under the threat of foreclosure, a foreclosed home deeply affects other families and can mean lower property values in the neighborhood and often times an eyesore in your community. Without a doubt it was risky lending and irresponsible mortgage applications which have contributed heavily to our current economic crisis. We need to take steps to address these root causes to prevent a future housing crisis. On Thursday, the House passed with bipartisan support the Mortgage Reform and Anti-Predatory Lending Act (H.R. 1728) which will begin to address this issue.

Just yesterday the Secretary of Defense Robert Gates testified before the Senate Appropriations Committee in an effort to request 50 million dollars to cover the costs of continued detention of enemy combatants currently at Guantanamo Bay Naval Base in Cuba after the facility is shut down within the next year. The money Secretary Gates is requesting could cover the costs of modifying U.S. military or civilian prisons or adding new wings to accommodate the detainees.

Although I have spent the first week of the Congressional District Work Period back in the First District, I have continued to monitor developments in Washington and have several things to report to you all back at home. First, the Secretary of Defense issued his budget recommendations for the coming fiscal year. Then, I joined other Virginia Congressmen and others from around the country in a bipartisan letter to the President continuing to urge against the move of a nuclear aircraft carrier from Norfolk, VA to Mayport, FL. Lastly, at the end of the week the Department of Defense decided to in fact postpone their decision on shifting the carrier until the end of 2010.

This week has seen some significant developments on the path to approving a budget for the fiscal year 2010 set to begin in October of this year. I am happy to report that in the course of the budget debate I supported an alternative to the proposed majority plan which would reign in spending, balance the budget, and place America on a path to fiscal responsibility. Although that alternative did not pass and the majority plan was approved, we still have much work ahead of us in the way of controlling spending, creating jobs, and further collaboration with the Senate on a final budget resolution.

This week I have continued to be a voice for our military personnel stationed in the First District and across the nation. Throughout the week I attended hearings which gave input into the status of our maritime forces and particularly the decision to move a carrier from Norfolk, VA to Mayport, FL. Also, I joined members from across the aisle in the Virginia to advocate that the Air Force should place its newly formed CYBER Command at Langley Air Force Base in Hampton.

Early this week I was deeply disturbed to hear that President Barack Obama suggested that to save money in the Veterans Administration budget, he would undermine one of the department's key services: providing health care to our Nation's veterans who were injured while serving our country. The President's proposal would bill veteran's private health insurance plans for care and treatment of service-connected injuries or disabilities. I was gravely concerned at the suggestion for two key reasons. First, we have made a commitment to our veterans that we would take care of their needs for serving our nation selflessly and honorably. Secondly, it could potentially discourage employers from hiring veterans with injuries as it may increase their health care premiums.

This week has been full of great developments for the First District and especially the Chesapeake Bay. I am excited to report that I have been appointed as one of two members of the House of Representatives to serve on the Migratory Bird Conservation Commission. Additionally, as many of you know I have authored legislation to bring transparency and accountability to the funding of cleanup for the Chesapeake Bay. Thursday, the House unanimously agreed to add my legislation to the Water Quality Investment Act of 2009, which then passed the House with bipartisan support 317-100.

On Wednesday evening, I joined the Chief of Naval Operations, Admiral Gary Roughead, at the Fredericksburg Military Affairs Council dinner to announce the establishment of the Navy Air and Missile Defense Command (NAMDC) on Dahlgren Naval Surface Warfare Center. More importantly, this new Command will add 75 high paying jobs and an annual payroll of $10 million to the local economy. It is encouraging to see there are still opportunities for job creation in this time of economic uncertainty. I would like to see similar initiatives for the creation of jobs through small businesses. It is the obligation of our government to create opportunities for our citizens to take hold of our great American spirit of entrepreneurship to get our country moving again.

This week I had the distinct honor of attending the Inauguration of our Nation's 44th President, Barack Obama.  This memorable occasion celebrated the unique history of the peaceful transition of power in America and set the stage for many more important milestones.  I wish President Obama all the best as he begins this journey.  He enters the White House at a time of tremendous challenges --economic turmoil we haven't seen in over 80 years, we are fighting two wars, and energy prices continue to fluctuate.  These issues are too big for one party to solve.  It is my sincere hope that President Obama will rise to the occasion and work with both sides of the aisle in Congress to solve the problems we now face.

The first week of a new session of Congress is similar to the first week back to school after the summer break.  Like a student learning where his or her locker is, getting a new class schedule and finding homeroom, a Member of Congress is getting adjusted to the legislative schedule, finding his or her way to a new office, selecting new committee assignments, and learning the priorities of new leadership.  It was an honor to be sworn in as the Representative of the 1st Congressional District for the 111th Congress and it was exciting to feel the energy on the House floor when the new Congress was gaveled to a start.

(WASHINGTON, DC) - With the New Year and a new administration, the military is preparing for a renewed emphasis on the war in Afghanistan.  During the holidays, I took part in a Congressional delegation that spent a day visiting the sailors and marines aboard our naval fleet in port at Bahrain and two days visiting the troops on the frontlines of Operation Enduring Freedom in Afghanistan and surveying the situation on the ground.  Much like our time spent in Iraq, the experience provided excellent perspective to inform the decisions we will make on the House Armed Services Committee in the coming year.

Since World War Two, leaders and celebrities have traveled to support American men and women who are in harm's way around the world.  These efforts are especially important for morale around the holidays, when distance from loved ones can make a difficult job in a hostile land feel even more difficult.  During the week before Christmas, I had the distinct honor of spending time with our troops in Kuwait, Iraq, Bahrain, Afghanistan, and Germany.  I traveled with other Members of the House Armed Services Committee to assess operations in Iraq and Afghanistan, and to visit wounded warriors in Germany. It was truly a humbling experience.  This week, I want to focus on my visit to Iraq.

The auto industry recovery legislation voted on by the House of Representatives this week was not the first major bailout initiative to come to the House floor recently.  All indications are that it will not be the last.  While I have had serious reservations about the bailout bills, I believe that the federal government can effectively provide a helping hand to businesses in need.  There are several ways that business and Congress can work together to create solutions that will both help industry stay afloat and protect taxpayer investment.

As Co-Chairman of the Congressional Shipbuilding Caucus, one of my chief priorities is promoting the importance of shipbuilding and sea power within Congress.  This past week, I had the opportunity to attend the American Shipbuilding Association conference to discuss the importance of shipbuilding and, in particular, the national security issues surrounding our capacity to build ships for our navy and the economic importance of the capacity to build commercial ships. Our shipyard in Newport News plays a critical role in the maintaining the ability to build ships for this nation. This event was attended by Members of Congress and industry leaders and provided an excellent forum to call for a renewal of American shipbuilding.

As the economic crisis unfolds, there have been a series of proposals and initiatives set forth by both the Administration and Congress to address the situation.  The President recently announced that he will hold a series of global economic forums in order to better coordinate the worldwide response.  The Federal Reserve is continuing to do the legwork on executing the original economic recovery act and looking at a multitude of options for providing credit.  In Congress, there is much talk of a second economic stimulus plan.

The past several days have been historic ones for Congress and for the families and people of this great nation.  We face significant challenges in our financial markets and I do not underestimate the serious nature of the decisions we face in dealing with the credit crisis.  I realize that the current credit crisis could create problems for every American should the financial markets freeze and remain frozen.  Throughout this debate it has been clear that action is necessary but the recovery bill considered in the House of Representatives today should not have been the only option.

In Virginia's First District, transportation is an issue that touches each of us on a daily basis.  Anyone who has sat in traffic around Quantico or fought congestion in the Hampton Roads area understands why we must continually invest and expand our highway system.  Making sure that the federal government is an active partner in building and maintaining Virginia's roads is one of my top priorities in Congress.

Virginia is the number two importer of trash in the nation, taking some seven million tons into our landfills in 2007 alone.  Earlier this summer, I introduced the Solid Waste Interstate Transportation Act of 2008, H.R. 6166.  This legislation would give states and localities greater control to regulate waste levels by giving them the ability to limit imports to their landfill facilities.

I spent the week of Independence Day working throughout the First District. In between working in my district offices, I was honored to spend time with the Coast Guard, take a tour and meet with officials at William & Mary, visit Ferry Farm for the unveiling of archaeological discovery of George Washington's boyhood home, and to meet with constituents in Fredericksburg about gas prices.
